Club Rules

RULES

  1. That the Club be called ‘ELTON LIBERAL CLUB’.

OFFICERS

  1. That the management of the Club shall be vested in a Committee consisting of Eleven fully paid Members and the following officers. President, Vice-President, Manager and Accountant, six of whom shall form a quorum. That the President and five of the Committee shall retire in August of each year and the Vice-President and six of the Committee shall retire in February of each year. That the Committee shall have the power to appoint a permanent Manager, Accountant and Concert Secretary. That the Committee shall have power to fill interim, vacancies arising from death or other causes.

COMMITTEE MEETINGS

  1. That the Committee shall meet for the transaction of business at least once monthly. Any member of the Committee who shall be absent from its meetings for three consecutive months without assigning cause to the satisfaction of the Committee, shall forfeit his office or be deemed to have retired.

HALF-YEARLY MEETINGS

  1. That the half-yearly general meeting of the members shall be held no later than the last day in February and the last day in August every year for the purpose of receiving a statement of the accounts for the preceding half-year, electing the Officers and Committee for the ensuing year, etc. Members having not paid their current years subscription shall not be entitled to vote.

SUBSCRIPTIONS

  1. The annual subscription rate, including VAT which will be paid yearly (in advance), to be decided by the Committee and shown on the Notice Board two weeks before the New Year. The subscription to be paid before the February General Meeting. Any Member having not paid by this date will cease to be a member. Senior Citizens subscriptions to be not more than half full rate.

SPECIAL MEETINGS

  1. That the Committee shall have the power to call a Special General Meeting of the Members at any time by giving one weeks’ notice, the same to be posted in the Games Lounge and Concert Rooms of the Club. The Committee shall also be required to call a Special General Meeting of the Members on receiving a signed requisition of not less than one hundred financial members of the Club.

NOMINATION OF OFFICERS

  1. That nomination lists of Officers and Members of the Committee shall be posted in the Club seven clear days before the half-yearly General Meeting. Each name entered in the nomination list to require proposer and seconder and that the election shall be taken by ballot. No member shall be eligible to act as an Officer or Committee person unless they have been a member of the Club for at least 12 months. To apply for President or Vice-President the nominee must be on the Committee already for at least 12 months.

ELECTION OF NEW MEMBERS

  1. That any person desiring to become a member of the Club shall have their name and address entered on a Nomination for, together with the names of the members as Proposer and Seconder, and every such nomination shall be posted on the clubs notice board seven clear days before the next Committee meeting and every person so nominated shall pay at least 1 years subscription in advance. Such sum to be returned failing their nomination being accepted. The election of new members shall be vested in the Club Committee. The election to be decided by a majority of votes of those present at the Committee Meeting.

NOTIFICATION OF ELECTION

  1. Every new member upon being elected shall receive a notice of the fact in writing from the Manager together with a copy of the Rules of the Club.

INTRODUCTION OF VISITORS

  1. That visitors must be introduced by members and their names and addresses entered in the visitors book together with the name of the member giving the introduction.

MEMBERS CHANGE OF RESIDENCE

  1. That Members upon changing their address shall inform the Secretary asap.

REMOVAL OF CLUB PROPERTY

  1. No member under any pretence shall remove from the Club any book, paper or periodical or other article the property of the Club, without permission of the Committee, under penalty of expulsion.

USE OF CLUB ROOMS

  1. That the Club Committee shall determine whether to permit the use of the rooms of the Club or not.

MISCONDUCT OF MEMBERS AND EXPULSION

  1. That the committee shall have the authority to suspend or remove from the list of members of the Club, the name of anyone whose conduct is considered likely to endanger the unanimity and good order of the Club (offensive language shall be strictly prohibited). Any member whose name shall be removed from the list of Members shall forthwith forfeit all of their interest in the Club. Libelous or derogatory posts on social media platforms shall also be considered a breach of this rule. Any members having dissatisfactions must direct them via the clubs’ complaints procedure.

COMPLAINTS

  1. That all complaints of any kind shall be made to verbally or in writing to the President, Vice-President, Manager or any member of the committee, and no member shall be allowed to reprimand another person personally.

CLUB HOURS

  1. The Club shall be open to members daily from 12 noon to 12 midnight. The permitted hours for the supply of intoxicating liquor are as follows. Monday to Sunday 12 noon to 11.30pm. Also no person under the age of 18 years shall be allowed to purchase, consume or be supplied with alcohol on the premises.

ELECTION AND DUTIES OF AUDITORS

  1. That there shall be 2 Auditors appointed to audit the accounts, one of whom shall retire in February and the other in August of each year. On completion of each audit they shall convey to the President a report of the state in which they found the accounts and condition of the books, they shall report the same to the half-yearly meeting of the Members at which the accounts are to be presented.

BYE-LAWS

  1. That the committee shall have power from time to time to make such bye-laws as may be necessary for the good government of the Club, and all matters not provided for in the foregoing rules are to be decided by the Committee.

CLUB MANAGER

  1. The committee shall have the power to appoint a Manager to work under a contract of service and have a specific job description. He/she shall manage the Club with a view to ensuring ongoing financial stability, whilst pursuing the aims and standards demanded by the members and as confirmed by the committee from time to time. He/she shall operate with the laws of the land and uphold the rules of Elton Liberal Club. He/she shall act as Secretary to the committee and act under their strategic direction, maintaining a record of all paid up members and keeping minutes of all meetings held.

CLUB ACCOUNTANT

  1. An accountant shall be appointed to prepare accounts for presentation to the President and members at each half-yearly meeting. He shall ensure all statutory deductions are correctly made and paid over to the appropriate authority.

TRUSTEES

  1. That all the property of the Club shall be vested in the names of not less than nine persons (members of the Club) as Trustees of the same for the time of being, and any Trustee ceasing to be a member of the Club, shall cease to be a Trustee of the Club. The Trustees to have power to borrow money on behalf of the Club, for Club business.

ALTERATION OF RULES

  1. Any member being desirous of altering any of these Rules shall give 28 days clear notice previous to the half yearly meeting to the Manager, and shall specify in writing the proposed alteration, which shall be posted on the main notice board forthwith, such proposed alteration to be submitted to the next ensuing general meeting, for approval or otherwise.

LIFE MEMBERS

  1. The Committee shall be entitled to recommend, and a half-yearly meeting of members shall be empowered to grant Life membership to any person who has rendered special service to the Club or has a long record of membership. Life Members shall not be liable to pay subscription but shall retain all the privileges of Club Membership. They shall be issued with a certificate of Life Membership signed by the President, Vice president or Manager, or by such other primary Officials as may be elected in the future.

MEMBERS & OFFICIALS OF VISITING TEAMS

  1. There may be admitted to the registered premises of the Club persons other than members and their bona-fide guests and alcohol may be supplied to them by or on behalf of the club for consumption on the premises and not elsewhere. Such persons shall be as follows:

(1) Associate Members and their guests. The associate member must be a member of another club which qualified as a club under the 2003 Licensing Act.

(2) Persons attending pre-arranged events for which a Temporary Events Notice’ has been granted by the Licensing Authority.
